If the vehicle is still moving, the driver can't log out of the drive app. If the vehicle has stopped but the driver still can't logout, then it's likely that the device doesn't have a cellular connection.
Check the battery life of the tablet or cell phone. If the battery is showing a low percent, recharge the device completely and power cycle the device. Check the signal on the device and make then attempt to log out.
