Answer

The fuel economy shown in the Fuel Usage comes from the Total fuel used (since telematics device install) measurement.  The fill-up data is populated from either the Fuel level (volume) or Fuel level (percentage) measurement.

Additional Notes

Fuel usage is calculated using a combination of engine reported fuel data, imported fuel card data and the calculated GPS distance traveled. The system calculates the fuel used by a trip for a vehicle using “device total fuel used” (from the engine) or if available the imported fuel transaction data. Fuel economy is then the amount of fuel used / distance over which the fuel was used and shown as either (mpg or l/100km).
