Why did a user in a distribution list receive a notification outside of his data scope?

Answer

By design, the distribution list has the ability to send emails to email addresses that do not even exist as users on the database. Therefore, the groups and data scope, etc. do not apply to such email addresses. 

The reason why this user received a notification for a vehicle outside of his scope is because the email was actually sent to his email address externally and not to the user on the database.

Additional Notes

In order to prevent such incidents from happening, ensure that the admin user adds the users to a distribution list by selecting from the drop-down list and not by manually entering the email. Only if they want to send the notifications externally, they should manually enter the email address of a person that does not exist on the database.
