Answer

A GO device installed via a 3-wire harness records limited data from a vehicle, including ignition and excluding engine data. A GO device installed via 3-wire harness can still record GPS-based tracking/trip, accelerometer, telematics device voltage, and other telematics device measurements. 

Additional Notes

The three wires in a 3-wire harness are power, ignition, and ground. Due to this, no engine data can be communicated via this harness.
