Answer

Our rules for switching between public and private modes require ignition on to trigger. The vehicle was not changed to Private Mode at the time of the trip because there was no ignition on for the car.

The 0 second 0 distance trip was due to a device heartbeat which had to be tied to a trip (either public or private). Since, at the time of the 0 second 0 distance trip, the vehicle had not yet changed over to private mode, this heartbeat showed up as Public trip with 0 duration and 0 distance and a location.

After this, the trip type change was triggered, and all the following trips were made private.
