Yes, a GO device can report if the brake pedal was engaged at the time of a collision if this data is reported by the ECU of the vehicle it is installed in.

Additional Notes

In the case that brake pedal data is not reported to the GO device by the vehicle's ECU, accelerometer data can provide an idea of whether the vehicle was decelerating before, during, and after the time of a collision (i.e. a negative or backwards acceleration would indicate deceleration, which can occur in a braking event) but this data cannot be used to determine if the brakes were engaged. 

Note: Data reported by the GO device cannot confirm if the brakes were in working condition or not at the time of the collision.
